For example, there are about a billion people in the world who live on about $1 per day. They contribute next to nothing to the global warming problem but will likely suffer the most from its effects. Most live in marginal lands. Desertification — the loss of productivity of the world’s drylands (about 50% of the ice-free surface) — will likely get worse as climate change spreads. Do these cost-benefit models care? Not at all! The poor of the world contribute marginally to the world’s economy, so the model conclusions almost wholly neglect them.
